A fabric-covered headboard is easy to make, requiring only some plywood, a staple gun, plush batting, and patterned fabric of your choice. Stretch the batting tightly across the plywood before stapling it on, and do likewise with the fabric. Once this is done, add decorative touches using furniture tacks and ribbons.
Shutter Headboard
For a shabby chic look, use shutters for a headboard. They come in all shapes and sizes from the local hardware store, and you can stain or paint them any color. They can also be sanded and painted to create a "distressed" look for a more vintage feel.

If you're looking to make a headboard for decorative purposes only, this can be accomplished with a decorative curtain rod and fabric of your color choice and pattern. Another option is to use an old wrought-iron gate or picket fence, both of which can be attached to your bed frame. You can then weave garlands of silk flowers or ivy through them.
