Two 1991 State Censible 510E 40-gal tanks. Can we bypass one?


We have been told both these tanks are near dead. One tank now runs a steady stream of water out of the copper line that runs from its relief valve to a floor drain. The other tank, same model and same configuration, shows no water whatsoever flowing from its same copper line. I need to stop this flow of water into the floor drain. I would like to eliminate the leaking tank altogether and use only the one not leaking. Can we bypass the leaking tank? Is the leaking tank fix-able, or dead? Any insight is very much appreciated.
